2016 Local Elections – Postponed

The Palestinian Cabinet issued a resolution on June 21, 2016 calling for the conduction of local elections throughout the country on October 8, 2016. The Elections were scheduled to be carried out in 416 local authorities in the West Bank, including Jerusalem governorate, in addition to 25 other local authorities in the Gaza Strip.

The Central Elections Commission (CEC) commenced preparations for the elections, and concluded the voters’ registration period and the candidacy and nomination phase, with 864 electoral lists in the West Bank and Gaza Strip.

On September 8, 2016, the CEC received the decision of the Supreme Court of Justice in Ramallah, dictating the temporary halt of the execution of the Cabinet’s decision to conduct local elections, until adjudicating the cases submitted before it. In its session held on October 3, 2016, the Palestinian Supreme Court of Justice decided to continue carrying out elections in the West Bank, and to exclude the Gaza Strip due to lack of Family Courts established in accordance with the Palestinian Basic Law and other relevant laws.

Therefore, the CEC submitted a letter to President Mahmoud Abbas recommending the postponement of Local Elections for six months, during which, the Palestinian internal affairs are arranged. The Cabinet issued a resolution dictating the postponement of local elections in all governorates in order to maintain national unity. The CEC considered the decision to be in line with its recommendations to temporarily postpone the entire process, instead of carrying it out in the West Bank only, which would have deepened the division between the two sides of the country, harming the public interest of the Palestinian People.
