In execution of the Cabinet’s Decision calling for conducting local elections on Saturday, April 25, 2026, and in reference to the powers vested in the Central Elections Commission (CEC) in accordance with the provisions of the Decree-Law No. (23) of 2025, concerning the Elections of Local Authority Councils, the CEC issued a guiding leaflet on nomination to municipal councils and another on nomination to village councils.
The nomination stage commences for 7 days starting Monday morning, February 23, 2026 and concluding the night of Sunday, March 1, 2026

Nomination for Municipal Councils
Electoral List: is every list nominated for participating in the elections of municipal councils, which the CEC accepted the nomination thereof, and whose name is listed in the Final Registry of Lists and Candidates.
- Registration and nomination of electoral lists shall be through submitting a request using the dedicated form.
- The Request Form for the nomination of an electoral list can be acquired from the CEC’s central office in Al-Bireh, or any of the Electoral District Offices spread across all governorates, or through the CEC’s official website.
- The electoral list registration and nomination form shall be submitted to the Electoral District Office, which the local authority is affiliated with, where the electoral list desires to be nominated for the membership of and compete for its seats.
- Electoral list registration and nomination forms will continue to be received by the CEC for 7 days starting the morning of Monday, February 23, 2026 and ending the evening of Sunday, March 1, 2026.
- Electoral list names will appear on the ballot paper according to the order in which its nomination application was submitted to the CEC.
Electoral List Representative: The individual delegated by the list to sign on its behalf, submit and follow up requests and necessary supporting document throughout the electoral process, and to represent the list before the CEC and other relevant competent authorities.
The Electoral List Registration and Nomination Form comprises of the following:
- Name of the Electoral District and Local Authority, the council of which the list is nominated for.
- Name of electoral list, logo and slogan.
- Nature of Nomination.
- Address of list’s premises, if any.
- Name and address of the list representative, authorized to sign on its behalf.
- Electoral list registration and nomination form attachments.
- Declaration and commitment from the electoral list candidates, representative and campaign manager.
- Full names of candidates and their order in the list, their ages, dates of birth, addresses, religion, and registration number as listed in the voters’ registry, and nicknames, if any.
- Name and address of the legal proxy of candidate, in case the application was submitted through a legal proxy.
- Sources of funding the electoral campaign.
Attached to the electoral list registration and nomination form are the following:
- Electoral Agenda: a hard copy and a soft copy of the list’s electoral agenda.
- Electoral Slogan or Logo: a colored picture of the electoral slogan or logo of the list signed by its representative and attached in a soft copy with the following specifications: colored image (extension JPEG), 2x2cm dimensions, the size no bigger than 300 kb, and a resolution of 200 DPI.
- Amounts for nomination and insuring electoral campaigning: a bank bond at the value of (2000); two thousand Jordanian Dinars for both amounts for nomination and insuring electoral campaigning deposited in cash to the CEC’s account titled Nominees Insurances No. (2222000) at the Ramallah branch of Bank of Palestine, or by depositing the amount at any of Bank Palestine branches spread across the country.
- A letter from the representative of the political faction (for the lists of political factions): a letter from the Secretary General of the political faction indicating the approval of the nomination list submitted in the application of the political faction.
- Proof of identity: a copy of the ID to prove the identity of each candidate.
- Personal photo: a recent photograph (2 copies) with dimensions of 2x3 cm for each candidate.
- Declaration and Commitment: per candidate.
- Resignation: a letter of accepting the resignation of candidates, if candidates were employees of the Ministry of Local Government, or of any of the security forces, Mayor or member of a local authority council, an employee, attendant or lawyer at the local authority he/she intends to be nominated for the membership of its council
- Financial Clearance Certificate: a financial clearance certificate issued by the local authority council where the candidate desires to be nominated for the membership of, indicating that said candidate has paid all due fees, taxes, penalties and violations in favor of the council until January 31, 2026.
- Power of Attorney: a special power of attorney issued by the court’s clerk or one the Palestinian Embassies for candidates who can not submit their applications in person, which is applicable to Palestinian Prisoners in Israeli prisons through their lawyer or the Red Cross.
Nomination for Village Councils
- Registration and nomination of candidates for the membership of village council is achieved using the form designated for that purpose.
- The form for nomination for the membership of village councils can be acquired from the central office of the CEC in Al-Bireh, or any of the other Electoral District Offices spread across all governorates, or through the CEC’s official website.
- The form for nomination for the membership of village council is submitted to the Electoral District Office that the local authority is affiliated with, which the candidate desires to be nominated for the membership of its council and to compete for its seats.
- Nomination applications for village council candidates shall be received for 7 days, starting the morning of Monday, February 23, 2026 and ending the evening of Sunday, March 1, 2026.
- The names of candidates for the village council will appear on the ballot paper in the order in which their nomination applications where submitted to the CEC.
The form concerning the nomination for the village council membership comprises of the following:
- Name of the electoral district and the village council of which the candidates are nominated for.
- Personal information of the candidate and ID number, registration number in the voters’ registry, full name, age, date of birth, address, religion, and nickname, if any.
- Name and address of the candidate’s legal proxy, in case the candidate submitted the form through a legal proxy.
- Email address of the electoral campaign (if any).
- Sources of funding the electoral campaign, and in the case of opening a bank account for the campaign, details of the account must be mentioned.
Attached to the form of nomination for the membership of village councils shall be the following documents:
- Electoral agenda: a soft copy and a hard copy of the agenda.
- The nomination fees and electoral campaigning insurance: bank bond proving both amounts, the nomination fees and electoral campaigning insurance at the value of (300) three hundred Jordanian Dinars, in cash, deposited to the CEC’s account of insuring candidates (No. 2222000) at Bank of Palestine, Ramallah branch, or to deposit the amounts at any of the Bank of Palestine branches spread across all governorates.
- Proof of identity: a copy of the candidate’s ID.
- Personal photo: a recent personal photo (2), dimensions 2*3cm per candidate.
- Declaration and commitment: from the candidate.
- Resignation: a letter of accepting resignation from current job, if the candidate is an employee or attendant at the Ministry of Local Government, or the security forces, a mayor or member of a local authority council, an employee, attendant or lawyer of the local authority he/she intends to be nominated for the membership of its council.
- Debt Clearance: financial clearance certificate issued by the local authority council the candidate desires to be nominated for the council of, stating that all fees, taxes, penalties are paid in favor of the council until January 31, 2026.
- Power of attorney: a special power of attorney issued by the clerk or one of the Palestinian embassies for candidates who can’t submit their own applications, acceptable for Palestinian prisoners through his/her lawyer or the Red Cross.
Nomination for the elections of local authority councils is the right of every Palestinian who meets the eligibility criteria
- Age: 23 years old, born on April 23, 2003 or before.
- Registration: Candidate’s name listed in the final Voters’ Registry at the local authority he/she desires to be nominated for the membership of its council.
- Not convicted: Not to be convicted of a felony or misdemeanor violating morality, honor or honesty, unless pardoned.
- Resignation: Not to be an employee or attendant at the Ministry of Local Government or one of the Security Forces, or a mayor or member of the local authority council, or an employee, a lawyer or attendant of the local authority nominated for the membership of its council, attaching its approval of nomination application.
- Double nomination: candidates shall not be nominated in more than one local authority or electoral list.
Nomination fees for the Elections of Local Authority Councils
The Decree-Law No. (23) of 2025, concerning the Elections of Local Authority Councils determined the irredeemable fees for the nomination of an electoral list for the membership of a municipal council or a candidate for the membership of a village council as follows:
- One thousand Jordanian Dinars (1000 JOD) per electoral list.
- One hundred Jordanian Dinars (100 JOD) per candidate nominated for village council membership.
Amounts mentioned in article (a) shall be deposited in cash to the CEC’s account for candidates’ insurance No. (2222000) at Bank of Palestine - Ramallah branch, or any of its other branches spread across all governorates.
Nomination fees shall be returned in case:
- Withdrawal of electoral lists’ nomination for the membership of municipal council or village councils starting nomination stage until the day preceding the exhibition of the final register.
- Rejection of nomination application of candidates for village councils and electoral lists for municipal councils.
- Electoral list is cancelled due to number of candidates mounting up to less than two thirds of the seats of the municipal council nominated for, and was not able to correct their conditions during the legal period dedicated to that purpose.
Electoral Campaigning Insurance Amount
The Decree-Law No. (23) of 2025, concerning the Elections of Local Authority Councils, and its amendments determined the insurance amount for electoral campaigning of electoral lists and candidates as follows:
- One thousand Jordanian Dinars (1000), per electoral list nominated for municipal councils.
- Two hundred Jordanian Dinars (200), per candidate for the membership of village councils.
Amounts mentioned in Article (a) above shall be deposited in cash into the account of the CEC – Candidates Insurances No. (2222000) at Bank of Palestine, Ramallah branch, or at any of the Bank of Palestine branches spread across all governorates.
Electoral campaigning insurance shall be returned in case:
- Candidates of village councils and electoral lists adhered to the provisions of electoral campaigning enshrined in the Decree-Law No. (23) of 2025, concerning the Elections of Local Authority Councils and its amendments, CEC’s procedures, and submission of financial report detailing the costs and sources of funding the electoral campaign and items of expenditure. In addition to removing all representation of electoral campaigning no later than three months following polling day.
- Withdrawal of candidate’s nomination from village councils and electoral list’s nomination from municipal councils until end of Monday, March 30, 2026.
- If a candidate’s nomination application for the membership of a village council or that of an electoral list for municipal councils is denied.
- If the electoral list was cancelled due to have a number of candidates less than two-thirds of the seats of the municipal council, and was not able to correct its conditions during the legal period dedicated for that purpose.
Rejection of candidates’ nomination for local authority councils
The registration of a candidate or an electoral list is rejected if:
- The application appears not to meet eligibility criteria of candidates or electoral lists as stated in the previously mentioned Decree-Law.
- The data provided in the application appears to be incorrect or inaccurate or lack of supporting documents.
- The electoral list submitted a request for accrediting a logo or slogan in violation of public order or morals, or if it was identical to a slogan that belongs to another political faction or registered electoral list or one that submitted a nomination application to the CEC, or if it belongs to an unregistered political organization, however, commonly known in the Palestinian territory.
- The electoral list submitted a registration application under a name or slogan that implies it belongs to the State of Palestine, affiliated with it or protected by law.
- If the candidate or electoral list did not provide a letter per candidate indicating the payment of al due fees and taxes in favor of the council they desire to be nominated for.
Preliminary Register of Candidates and Electoral Lists
The CEC publishes the preliminary register of electoral lists and candidates nominated for village councils in the CEC centers and offices in the districts as well as the premises of local authorities on Saturday, March 7, 2026.
Preliminary register of candidates and electoral lists shall be exhibited for three days so that lists and candidates can verify their data and to enable voters to view the names of their lists and candidates, and to practice their right to submit challenges against them if the invalidity of the nomination of candidate or electoral list is proven.
Withdrawal of Nomination for the Elections of Local Councils
- Candidates of an electoral list may submit a request withdrawing their nomination until Sunday, March 1, 2026, through the electoral list representative.
- Candidates of village councils and electoral lists may withdraw their nomination, by submitting a written letter to the CEC using the designated form, given notification is provided before exhibiting the final register.
Accreditation of electoral list agent
Electoral lists and candidates of village council have the right to submit agent accreditation requests for observing the electoral process on their behalf, given that the agent accreditation period starts on Wednesday, April 4, 2026 until Friday, April 24, 2026, if the following criteria are met:
- To be 20 years or older on polling day.
- Not to be an employee or attendant at one of the Security Forces.
- Not to be an employee of the local authority, Ministry of Local Government, the CEC or to be retired from either.
- Adherence to the code of conduct issued by the CEC.
- Agent’s accreditation request shall be submitted by the candidate in the case of village councils and electoral list representative in municipal councils using the designated form.
Agent accreditation request
The request for accreditation of the agent shall use the designated form.
The request should include the following information:
- Candidate’s name or name of Electoral List he/she belongs to.
- Personal data of the agent and contact information.
- Declaration and commitment from agent to adhere to the law, regulations and code of conduct issued by the CEC.
- Name and signature of candidate or electoral list representative.
Agent accreditation request can be submitted using the designated form, after being filled online, using the URL below through the candidate of the village council or representative of electoral list and can also be submitted in paper at the electoral district office, the local authority is affiliated with, and nominated for, unless the CEC issues otherwise.
