The National Electoral Office

The National Electoral Office is the administrative and executive body of the Central Elections Commission and is headed by the Chief Electoral Officer who is appointed by the CEC and reports directly to it.

 

The Electoral Office is responsible for developing plans, procedures and bylaws; and their implementation following their approval by the Commissioners. The following fall under the responsibilities of the National Electoral Office:

  • Developing strategies for each phase of the election process and action plans for their execution.
  • Preparing the preliminary and final Voters Registry.
  • Raising voters’ awareness on the importance of elections and how to participate in them.
  • Accrediting electoral lists and their candidates, as well as the independent candidates.  
  • Accrediting local and international observation bodies and agents of political parties and independent candidates.
  • Coordinating with all organizations concerned with the electoral process.
  • Recruiting and training electoral employees.
  • Archiving all documents and files relating to the elections.

Chief Electoral Officer

 

 

       

The Chief Electoral Officer (CEO) is appointed by the commissioners to oversee the administrative and executive bodies of the CEC. This position is currently occupied by Mr. Ashraf Al-Shuaibi.

Al-Shuaibi is considered one of the contributors to the establishment of the NEO of the Central Elections Commission since its establishment in 2002, where he held several senior positions over a period of 22 years, most recently as the Deputy CEO.

Al-Shuaibi holds a bachelor’s and a master’s degree in business administration from Northeastern Illinois University in the United States. Al-Shuaibi participated in organizing and monitoring elections in many countries of the world, and has more than thirty years of experience in holding local and international positions with the United Nations and the United States Agency for International Development (USAID), in addition to managing programs funded by the European Union and the World Bank.
