Procedures of Early Voting for Security forces

According to Presidential decision No. 124 of 2010 on the voting of security forces for Local Council elections, security personnel are allowed to early cast their votes to secure the electoral process on the official elections day. Early voting will be conducted on Thursday, 18th October 2012. To this end, the CEC will open 11 centers in the main cities across the West Bank.

Early voting procedures shall apply to the localities where the number of registered security personnel exceeds 150. This represents 40% of the total security personnel whereas the remaining members who are not included in the early voting list will be subject to the normal voting procedures on the official E-day. The CEC wishes to emphasize that if a security member registered for early voting did not cast his/her vote on the early voting day, he/she will not be allowed to do so on the official polling day as his/her name will be removed from the voters list.

Upon receiving the list of security personnel from the Ministry of Interior, the CEC managed their data ensuring they are registered in the voters list, distributing their names to the early polling centers according to localities where they are registered and removing their names from the official voters list.

All voting procedures for the official polling day shall apply to early voting day. Polling in security centers shall be conducted in an open and transparent manner ensuring that agents of electoral lists, local and international observers and media are able to monitor the process.

At the end of polling day polling records and material of each station will be kept in a special box sealed with plastic locks. The number of seals for both polling and storing boxes will be recorded on a special storage form to be later examined during the counting process. Lists agents and observers are allowed to take note of the seals numbers. Observers are also allowed to safeguard the storage rooms to ensure appropriateness of procedures.

Counting of votes for the early voting process shall be conducted in conjunction with the official counting process on E-day and shall be subject to the same counting regulations established by the CEC.
