The Central Elections Commission (CEC) designed and implemented this activity in response to the reports of the bodies who observed the latest local elections, which suggested some amendments to the Law. Therefore, the CEC hosts experts in the Law, representatives of the different civil society organizations (CSOs) and political parties, in order to discuss the necessary amendments to the Law, in a way that makes it more responsive to the principles, standards and best practices in the management and conduction of electoral processes.
Flow of the project:
The CEC conducted a two-day workshop (August 2-3, 2024) with the participation of representatives from all stakeholders in addition to international experts. The participants agreed upon a set of dimensions for the aspired electoral reform including the reconsideration and revision of the existing electoral system and the size of electoral districts, devising mechanisms for handling winning by acclamation, and discussing the age of candidacy and the nomination of relatives. Moreover, participants suggested the reconsideration and revision of the issue of women quota and the order of women on the lists and among the winners. Furthermore, participants reiterated the importance of imposing a financial limit and mechanisms for controlling the sources of funding the candidates and expenditure, as well as developing deterrence mechanisms, and executing penalties against individuals in violation.
During the closing of the workshop, it was agreed to form specialized taskforces comprised of all stakeholders to dive deeper into the proposed reforms, consolidate and formalize recommendations, and presenting them to the competent authorities relevant to the amendment of the Elections Law.
