Over the course of 2023 and 2024, the Central Elections Commission (CEC) has been implementing a series of projects funded by the European Union (EU) with approximately 1.2 million euros. The projects aim to spread electoral knowledge and the values of participation and democracy, enhance partnership with the institutions working in areas of elections, democracy and good governance, as well as enhancing the institutional capacity of the CEC to conduct competent, transparent and effective electoral processes.

The project is comprised of several key components:

Electoral Awareness Raising in partnership with Civil Society Organizations (CSOs) 2023-2024

The project is based on the selection and funding of 24 local civil society organizations (CSOs) to implement electoral awareness-raising activities, targeting women, the youth, students, persons with disabilities and citizens in the marginalized areas.

“Electoral Awareness-raising in Schools 2024” Project

The project is implemented in 100 schools throughout the West Bank in cooperation with the Ministry of Education. The Central Elections Commission (CEC) provides training to teachers (females and males) who will be responsible for implementing the project in the selected schools. The aim is to enhance the electoral culture of the ninth grade students, by conducting an electoral simulation similar to the actual electoral processes conducted at the country’s level.

“Enhancing Human Resources and Building an Elections’ Cadre” Project

The project aims to recruit approximately 300 female and male university graduates from the different Palestinian governorates, providing them with training through specialized decentralized workshops in order to qualify them to join the Central Elections Commission (CEC) staff whenever necessary in case of calling for the next round of electoral processes.

Establishing the “Elections Awareness-raising Center (EAC)” Project

The Central Elections Commission (CEC) intends to establish a center for awareness raising at its HQ in Al-Bireh as well as its regional office in the Gaza Strip, in order to receive the CEC’s visitors, partners, guests and individuals benefiting from its activities, especially school and university students. The center provides a distinguished experience to the target groups to become acquainted with the CEC and its work as well as the phases of an electoral process using the most recent interactive presentation techniques and technologies.

Electoral Reform Project

The Central Elections Commission (CEC) designed and implemented this activity in response to the reports of the bodies who observed the latest local elections, which suggested some amendments to the Law. Therefore, the CEC hosts experts in the Law, representatives of the different civil society organizations (CSOs) and political parties, in order to discuss the necessary amendments to the Law, in a way that makes it more responsive to the principles, standards and best practices in the management and conduction of electoral processes.

Flow of the project:

The CEC conducted a two-day workshop (August 2-3, 2024) with the participation of representatives from all stakeholders in addition to international experts. The participants agreed upon a set of dimensions for the aspired electoral reform including the reconsideration and revision of the existing electoral system and the size of electoral districts, devising mechanisms for handling winning by acclamation, and discussing the age of candidacy and the nomination of relatives. Moreover, participants suggested the reconsideration and revision of the issue of women quota and the order of women on the lists and among the winners. Furthermore, participants reiterated the importance of imposing a financial limit and mechanisms for controlling the sources of funding the candidates and expenditure, as well as developing deterrence mechanisms, and executing penalties against individuals in violation.

During the closing of the workshop, it was agreed to form specialized taskforces comprised of all stakeholders to dive deeper into the proposed reforms, consolidate and formalize recommendations, and presenting them to the competent authorities relevant to the amendment of the Elections Law.
