On 17/08/2020, the CEC published an announcement in local newspapers and on social media platforms, calling upon CSOs that are working in the fields of human rights and democracy, in both the WB and Gaza Strip, to submit project proposals. The CEC received 78 concept notes, 19 of which were selected according to a set of criteria including the project concept, its impact, the expected results, its scope and budget. The implementation of the selected projects, funded by the EU, took place in two phases as follows:

First Phase: this phase included 21 projects and it took place in the period between October 2020 and August 2021. Notably, some of the activities during this phase were in conjunction with the (postponed) General Election.

Second Phase: this phase included 24 projects that took place in between October 2021 and October 2022. Noting that, some of its activities ran through the 2021 local elections.

First Phase Projects

This project, which was implemented by Media Development Center- Birzeit University, targeted 170 journalists; independent as well as those affiliated with media agencies.

Project Activities:

  • 4 workshops resulted in constructing the rules for organizing the election process through various social media networks.
  • The Social Media Blog.
  • Radio Spots and a Video-Graphics.
  • Capacity Building workshop for journalists about employing Code of Conduct in covering the elections.

The Palestinian NGOs Network (PNGOs) - Gaza implemented this project, which targeted workers and employees of NGOs and CSOs, women in general, and marginalized groups of women, youth, farmers, and fishermen.

Project activities:

  • Training workshop about the importance of Political Participation and the Electoral Law.
  • Publications on the Electoral Law and the importance of Electoral Participation available in “Braille”.
  • A Voter Education Broadcast to encourage people to participate in the Elections, in cooperation with 5 radio channels.
  • Various media-related activities via Social Media Networks, encouraging people to register for the Elections and participate in voting.
  • Educational SMS about the importance of participating in the Elections. The texts were mostly sent to marginalized groups of women and People with Disabilities.
  • 3 workshops for NGOs hosting activists to discuss the importance of Elections and Political Participation.
  • 3 radio episodes hosting legal activists to talk about Electoral and Political Participation.
  • 50 awareness sessions for different segments and groups of the society.
  • Initiatives about the importance of voting and political participation, implemented by partner organizations.

Ramallah Center for Human Rights Studies (RCHRS) implemented this project, which targeted 60 young men and women, who are politically committed in Palestinian Parties, and aspire to participate in being elected in Local and General Elections. In addition to political and social activists working in CSOs on a governorate-level in both the West Bank and Gaza Strip.

Project activities:

  • 5 specialized workshops.
  • 6 coordination meetings for activists from different regions to discuss the outcomes and recommendations of the specialized workshops, and develop a framework and implementation programs at all levels including political powers and parties, social and political initiatives, and CSOs.
  • 4 coordination meetings for activists from different regions about the proposed training guides.
  • Producing 2 guide manuals: The Civil Observation of Elections Manual, and Citizens Rights & Responsibilities in the Electoral Process Manual.

This project, which was implemented by The Palestinian Centre for Peace and Democracy (PCPD), targeted the Palestinian society in general, youth and women in particular, in 6 governorates in the West Bank: Jenin, Tulkarem, Tubas, Salfeet, Ramallah, and Bethlehem.

Project activities:

  • Training 8 young men and 8 young women, lawyers and journalists, on mechanisms to promote the importance of presidential, legislative and local elections, and peaceful and democratic advocacy and pressure mechanisms through the field and social media.
  • The trainees complete 6 tours in the Social Media Bus, where they tour for a full day in each governorate (the main city in addition to one or more villages).
  • Producing 6 short films by the technical staff accompanying the tours, and broadcasting them through the center’s social media platforms (U Tubes) to reach its supporters, trainees, work references, and partners from grassroots institutions, rounding to 180,000 Palestinian citizens after the film boosting process.

Techer Creativity Center implemented this project, which targeted High-school students (grades 10th and 11th within the age group of 16- 17 years old). This age group is critical in the process of encouraging young people to register in the Voter Registry, and form an intellectual background about the concepts of Political and Electoral Participation. The project also targeted teachers and educational supervisors in the targeted schools, as well as official Parents Committees in the targeted areas that are registered with the Ministry of Education, local authorities, and CSOs in those targeted areas.

Project activities:

  • 6 face-to-face awareness meetings with male and female students in the targeted schools.
  • Creating and launching an electronic campaign titled (#register_for_your_future)
  • Launching a talk show called (#learn_to_participate) via social media platforms.
  • 3 Mock Elections simulating Local and General Elections in 3 targeted areas.
  • Developing an internal system for the Community Parliament.
  • Holding parliamentary sessions for local-level planning and decision-making.
  • Drafting position papers by the students about all issues related to the Educational Process and local regulations about students’ participation in public life.

This project, which was implemented by Sharek Youth Forum, directly targeted 40 young men and women, including PWD, in Albireh, Tubas, Batteer, At-Taybeh, and Gaza. In addition to 500 young men and women, indirectly targeted through the community initiatives.

Project activities:

  • Intensive training course for 2 days in the Youth Village, which included presenting past experiences of former youth councils, and role models of young women in leadership positions. In addition to, capacity-building training on the mechanisms for building community plans to activate youth role in community and political participation, which was based on a needs assessment study for each location, and planning and implementing advocacy campaigns.
  • Launch of electronic campaign.
  • Separate on-line workshop for the 5 locations, to follow-up on the community planning.
  • Implementing the community initiatives in the targeted locations, including: local council elections, capacity building, and other activities based on each location’s needs.

Palestinian Academy for Integrity “Nazaha” implemented this project, which directly and indirectly targeted 60 male and female students of Palestinian universities in both the WB and Gaza. In addition to publishing content on different media outlets including Wattan TV, and content on social media platforms reaching between 30,000 – 50,000 followers.

Project activities:

  • Preparing the “Control Portal” guide, which handles issues of Accountability and Observing the Electoral Process within standards of integrity and transparency.
  • Holding a technical training workshop on the use of digital empowerment tools.
  • Holding a conceptual workshop on the use of observation tools and accountability and transparency in observing the elections.
  • Designing an infographic and a video-graphic explaining the ways to use the digital empowerment tools in observing the phases of the electoral process. The designs were published on Nazaha website and websites of partner media organizations.

Human Rights & Democracy Media Center SHAMS implemented this project which targeted more than 90 direct beneficiaries through training courses, hearing sessions, and round table discussions, and more than 30,000 people through media activities (Drama, Radio episodes, infographics, and video-graphics).

Project activities:

  • Preparing a Position Paper about “Acclamation”.
  • A round-table discussion to present and discuss the “Acclamation” position paper, including political parties, the CEC, officials representatives, CSOs, journalists, lawyers, researchers, and social activists.
  • A training course about the mechanisms of organizing and preparing hearing and accountability sessions, for young journalists and social activists.
  • Holding a hearing and accountability session for political parties, done by the participants of the training course.
  • Produce and broadcast 4 radio episodes about accountability, and failure of political parties to hold elections in their legal terms.
  • Produce and publish a video-graphics video about accountability and its risks on the democratic process.
  • Radio drama: radio spots aiming to shed the light on the importance of the elections and practicing political rights in electing and being elected.

This project, which was implemented by The Palestinian Initiative for the Promotion of Global Dialogue and Democracy – MIFTAH, targeted 30 young women from different regions in the WB (north, middle, south) nominated by their affiliated political parties to ensure their participation in the 2021 local elections and enlisting them in the parties electoral lists. The project provided theoretical training, followed by practical training then providing media platforms for the nominated women.

Project activities:

  • A 3-day theoretical training focusing on 3 main topics, a topic a day as follows:
  • Topic 1: Local Elections Law, CEC regulations regarding electoral lists and campaigns.
  • Topic 2: preparing the Platform (electoral program), and forming the electoral message.
  • Topic 3: various media and the ways to use it in promoting parties platforms, highlighting the candidates, and empower their abilities in presenting themselves as candidates for the upcoming local elections.
  • Practical training based on the method of coaching, where the participants are divided and supervised by a team of specialized media professionals. They will work together on designing a follow-up plan for the electoral campaign defined within the framework of an integrated plan for each candidate. Each plan focuses on preparing the electoral campaign, appearing on social media platforms, crystallizing messages to attract the local community, and dealing with various media.
  • Coordinating with several local radio stations to host the candidates, providing an opportunity for them to present themselves and their platforms, and to reach their audience of voters, in addition to supporting them in designing digital campaigns for social media.

The Palestinian Center for the Independence of the Judiciary and the Legal profession “Musawa”, targeted with this project 130 legal advisors of the electoral lists and their agents of lawyers working on electoral appeals. The project focused mainly on the youth and women, as well as representatives of the electoral lists and of the important and affective social events and activities.

Project activities:

  • Organizing 5 training courses for 75 lawyers and legal advisors or agents of potential electoral lists. Providing equal participation for both men and women, including independent lawyers who would like to work in judicial appeals related to electoral disputes. The courses handled the issues of: administrative electoral appeals related to the procedures of the electoral process since registering voters until announcing the results. In addition to judicial appeals of different electoral disputes (criminal or civil), and introducing the primary principles of the General Electoral Law and the proportional representation system, as well as completing candidacy applications, candidacy conditions, women representation and youth participation in elections, with focus on conditions of candidacy and election.
  • Holding 2 electronic discussion sessions targeting interested parties and representatives of public opinion to discuss the basic principles that guarantee effective and credible elections, in specific: the periodicity of elections, the freedom of elections, the integrity of elections, respect for election results, and participation in elections, in addition to the procedures and mechanisms for respecting these principles.
  • Holding 2 round tables for representatives of potential electoral lists to discuss the appropriate and available procedures and mechanisms to ensure respect for the basic principles of elections.

This project was implemented by the ‎Women Affairs Technical Committee (WATC) and it directly targeted 190 young men and women (70% women) and another 10,000 indirect beneficiaries in the WB and Gaza including marginalized areas.

Project activities:

  • Organizing an intensive training course (30 training hours) targeting 25 civil society activists on the following topics: "Local election laws, women's political participation in international and national laws, human rights advocacy skills, advocacy campaign management."
  • Organizing an advocacy campaign by the trainees aimed at raising awareness of women's rights to political and electoral participation, as well as enhancing their role in decision-making centers and in local authorities.
  • Holding 5 community meetings via Zoom with local and political women leaders, with more than 125 participants of both sexes.
  • Holding 2 lobbying and advocacy meetings about women’s representation in local bodies, for members of local committees, political parties, and influencers of both sexes (40 participants).
  • A social media campaign aiming at mobilizing support to demand local elections and a broader representation of women.
  • Organizing a TEDx on women's political participation and presenting female leadership models who participated in political life (legislative council elections - local council elections)
  • A press awareness campaign including the following activities:
  • 2 radio episodes within the program “Against Silence” to raise awareness about local elections and women’s participation in the elections.
  • Producing an awareness-raising (ANIMATION) film, on one of the issues of women's political participation.
  • Designing and publishing an infographic about increasing the percentage of women's representation in decision-making positions.
  • Issuing an electronic version of the Voice of Women newspaper, highlighting ideas of supporting women's access to decision-making positions and their participation in local elections, targeting the audience of women and youth.
  • An advocacy campaign aimed at pressuring those on duty to fulfill their commitments to the work of women’s right to political participation and to enhance their participation in the elections. The campaign issued an electronic petition signed by public figures, political parties, and civil society institutions calling for the necessity of holding elections according to a fully proportional electoral system and adopting a percentage of 30 % seats for women in the electoral law.

Women’s Center Al-Thouri Silwan (AWC) implemented this project that targeted 350 Jerusalemite women from the age of 18 years old and above.

Project activities:

  • 6 awareness meetings for the participating women about the Palestinian elections and their phases, political participation and human rights.
  • Holding elections for women to elect the Women's Committee for Activities in Al-Thouri neighborhood (aiming to experience the electoral process). The committee will be representative of the women of the neighborhood.
  • Organizing 6 introductory tours of Palestinian women-leaders in the Palestinian governorates, including discussion meetings with Palestinian women-leaders to share their experience and challenges, how to overcome these challenges and the stereotypical image of women’s roles in the society, including the political sphere, and how to break this stereotype. These tours introduce the participants to leaders and women who are considered role models in the society. They also promote the Palestinian identity a

The Arab World Democracy and Electoral Monitor (Al Marsad) implemented a project that targeted 25 observing organization and 150 local observer through introducing technology in the process of observing the elections.

Project activities:

  • Developing an electronic app to observe the elections.
  • Training 25 observing organization.
  • Training 150 observer to use the app.

This project that was implemented by the Palestinian Youth Association for Leadership and Rights Activation (PYALARA), targeted 10,000 young men and women of disabilities nationwide.

Project activities:

  • Brainstorming sessions with youth groups from different regions, to determine the issues that would be addressed in the short educational films.
  • Conducting researches on issues raised by young people, which also would represent the content of the short educational films. Meetings with professionals and officials specialized in those issues would be held.
  • Producing 7 (1-2)-minute educational films, presenting youth positions towards the electoral process, focusing on the negative side represented by not participating in the elections, and the positive side which will be present after active participation in the electoral process.

Ard Research & Study Center implemented this project, and they targeted 90 young men and women from different age groups from all over the WB and Gaza Strip.

Project activities:

  • Creating and designing a website.
  • Preparing a guide to detect fake rumors.
  • Establishing the Youth Coalition Core "United and Active" and a media team specialized in monitoring false information and political misinformation campaigns that try to influence the atmosphere of the electoral process and its results.
  • A 50-hour specialized training program for young people, focusing on leadership skills, communications, public relations, and dealing with the media and elections (laws, regulations, procedures, stages).
  • Specialized dialogue and discussion sessions (seminar).
  • A major paper on issues of concern to the Palestinian youth and society.

The Palestinian Working Woman Society for Development implemented this project, and it targeted 60 young men and women, another 360 men and women of the local community in WB and Gaza, and at least another 10,000 people through social media networks and other media outlets.

Project activities:

  • Holding 4 training programs.
  • Holding 48 educational workshops to raise community awareness about the political participation of young men and women.
  • Holding 5 dialogue sessions or specialized virtual debates which were broadcasted live through the association’s page and pages of other partner institutions.
  • Enhancing the role of the Media and the positive coverage in reflecting women’s and youth political participation, by holding a discussion session (webinar) via different media, in order to emphasize the importance of media channels to support youth initiatives and electoral campaigns.
  • Producing 8 weekly radio episodes that present various dialogues and discussions, as well as success stories of young women and men who won the 2017 elections, highlighting their experiences as models for learning.
  • TV show - 1 episode.
  • Developing an electronic blog / forum / Facebook page to support initiatives and promote dialogue.
  • Holding 6 dialogue meetings for the Youth Advisory Committee of the participants in the project to integrate them into the work of the Shadow Councils.
  • Organizing 6 field visits for male and female participants in the project to learn about the experiences of youth clubs and groups in working with local government.

ADDAMEER Prisoner Support and Human Rights Association implemented this project targeting 500 university students (m & f) in Gaza (Faculty of Law- Al-Azhar University, Faculty of Media - Al-Aqsa University, Faculty of Law- Al-Israa University).

Project activities:

  • A 30-hour training, on the course of 5 days, targeting 20 members of Addameer Friends team.
  • Designing a leaflet about the project, describing the mechanism of the electoral process.
  • 2 radio episodes hosting representatives of executive, governmental, judicial and legislative bodies, Palestinian political parties, and youth organizations.
  • Designing and printing a banner advocating youth rights.
  • Implementing 15 specialized workshops by the members of Addameer Friends Team, including 15 students who had received the training about the electoral process.
  • 6 roundtable sessions targeting employees (administrative & academic) of the 3 targeted universities.
  • 3 initiatives of Election Simulation in cooperation with the 3 targeted universities, each university had an initiative targeting either the main branch of the university, or the faculty of law or Media, or both.
  • A 5-minute documentary film simulating the elections.

This project, which was implemented by The National Society for Democracy and Law, directly targeted 24 social activists, journalists, and community influencers in the governorates of Rafah and Khanyounis. Additionally, it targeted around 3500 people indirectly through radio and social media.

Project activities:

  • 9 training sessions, a total of 36 training hours including several topics such as: negotiation and persuasion skills, and managing and implementing debates.
  • 4 specialized debates implemented by the targeted group about topics related to youth participation in the political and electoral process, and mutual understanding among different political orientations.
  • Producing 2 short films with a clear indication of promoting the importance of youth participation in the democratic political process based on the foundations of mutual understanding.
  • 3 radio episodes broadcasted through a local radio station, hosting youth influencers in the political scene talking about their experiences. The episodes would also be broadcasted live through the project’s website and social media platforms.
  • Establishing a youth council: perpetually meeting to discuss the reality, challenges and ways to enhance the role of youth in democratic political life. The youth council consists of 50 young members.
  • Creating and managing an electronic page for the project via social media to display the project's activities and use it as an electronic platform to attract new groups and manage fruitful discussions.

The Islamic University in Gaza (Political Participation and Elections Unit, Right and Law Center - College of Sharia and Law) implemented this, and it mainly targeted all university students and alumni, along with the society as a whole in general.

Project activities:

  • An informative annex to the basic university requirement (Human Rights in Sharia and Law) to raise the awareness of all university students of the foundations of democracy and political participation, especially for young people, and their role in promoting the principles of democracy and good governance.
  • Building a virtual electronic system for student elections at the university, in order to ensure the practice of the democratic process for selecting the student council and student clubs in light of the Corona pandemic, with which it is impossible to carry out elections traditionally.
  • Educational and awareness-raising materials about elections and political participation, and keeping them regularly updated on the main page of the website, including (designs, publications, and videos).
  • Electronic training courses and material about the same topic; where the courses are announced, the trainees can register and the trainings are held electronically through the virtual classes technique.
  • 4 training courses, 15 training hours per each training group, for all the different faculties of the university focusing on Journalism & Media and Law & Sharia students.

Dr. Haider Abdel Shafi Center for Culture & Development implemented this project targeting 60 young men and women who are university graduates from 3 governorates (Rafah, Mid-Gaza, North-Gaza), and another 150 young men and women (50 in every municipal council from the 3 governorates).

Project activities:

  • 3 training workshops of 20 training hours about topics of democracy, the elections, political participation, youth right to elections and being elected, lobbying and advocacy campaigns, and the culture of accountability.
  • Selecting a group of trainees to implement 3 workshops in youth grassroots institutions in the governorates of Beit Lahia, Al-Bureij and Rafah, with a workshop for each governorate targeting 150 young men and women (50 in each municipal council). In order to reach a larger number to spread the culture of democracy, elections, political participation, youth right to elect and be elected, and accountability.
  • One radio episode to discuss the importance of holding the Municipal Council Elections, and enhancing youth role and their engagement in the municipal councils.
  • 3 hearing and accountability sessions with members of three municipalities.
  • A position paper to highlight the importance of holding municipal council elections.
  • Carrying out an initiative of simulating an election in one of the municipalities.

This project, which was implemented by Women’s Affairs Center, targeted young women and men of university graduates, women and men, 18 and above, who are head of households, representatives of community and religious leaders, political parties, unions and municipalities, CSOs, official authorities, journalists, and lawyers in all governorates of Gaza Strip (Northern Gaza, Gaza, Deir Albalah, Khanyounis, and Rafah).

Project activities:

  • Organizing 30 training hours (6 training days) for (50) members of the Youth Leadership working groups, established by the Women’s Affairs Center, on election law, women’s political rights, leadership skills, and facilitating awareness workshops and digital awareness campaigns.
  • 20 awareness workshops for (500) participants by the Youth Leadership working groups (who received training at the beginning of the project) about the importance of political participation and participation in elections for women and women’s right to vote and run.
  • Conducting Mock Elections in 5 simulated electoral stations, in which 2,500 women who have the right to vote participate to educate women about the electoral process.
  • Organizing 10 open community dialogue sessions by the Youth Leadership working groups (who received training at the beginning of the project). The sessions were attended by 300 participants in the presence of representatives of community and religious leaders, political parties, unions and municipalities, CSOs, official authorities, journalists, lawyers, and young women), discussing women’s participation in political life and elections, specifically women’s right to vote and to be elected.
  • Organizing a digital media campaign that included 3 press releases, a fact sheet and an electronic brochure, SMS messages directly reaching phones of 10,000 women and 10,000 men, a short film about the electoral process, and a tweeting campaign to be published on the website and social media pages of the center. The campaign aimed at enhancing women's participation in political life and elections.

Second Phase Projects

Bunyan Association for Community Development implemented a project that targeted 70 adolescents, between the ages of 13 -16 years old divided into 2 groups of males and females, from the governorates of Gaza and Khanyounis. The project aimed at establishing Democratic and political participation principals among adolescents, and practicing the electoral process.

The project included the following activities:

  • Training the camp’s staff about Election Law and political participation.
  • Printing T-shirts with logos of EU, CEC, and Bunyan Association.
  • Launching the Summer Camp with an Introductory Session about the camp, the concepts of Politics and the components of Political Participation through group activities.
  • An introductory activity about Civil Society and its components.
  • Introducing the CEC, its work, and responsibilities, and distributing brochures and leaflets from CEC to the participants.
  • The Bus of Knowledge: Driving to CSOs that work in the fields of Democracy and Elections in Gaza and Khanyounis to introduce participants to those CSOs and the nature of their work.
  • Implementing Mock Elections with 70 participants (both males & females).      

Wefaq Society for Women and Child Care in Rafah implemented this project targeting 50 university students (ages 18- 22 years old), aiming at building youth capacities and enhancing their participation in political life by building their knowledge in the fields of citizenship and good governance, as well as, improving their knowledge of the electoral process in the Gaza Strip.

Project activities:

  • A 5-day training targeting 25 young women and men, about the concepts and laws related to political participation, enhancing their knowledge of the democratic process, its laws, and components.
  • Hosting representatives of the political parties that are participating in the elections, to introduce the youth to their platforms, electoral lists, and the criteria for selecting candidates from within the party.
  • An educational road-trip for the youth (Bus of knowledge for another 25 young women and men) visiting CSOs that work in the fields of democracy, human rights, and elections.
  • An educational day-out (outdoors activity), for the 25 young participants who are taking part in the educational road-trip, in a public place (The Sea Is Ours Cooperative), where an expert of the electoral process laws was hosted to introduce the youth to the laws regulating the electoral process, the mechanisms of election observation, and the progression of the democratic process.
  • An Election Simulation day with more than 70 participants who have taken part in the project.

Implemented by The Palestinian Union for Deaf, this project targeted 140 people with hearing disability directly through awareness workshops in the northern governorates, and around 20,000 people with hearing disabilities indirectly through the media campaign.

Project activities:

  • 7 awareness workshops about the electoral process, its conditions, legal provisions, and the mechanisms to perform it, as well as the participation of people with hearing disability in it.
  • An awareness media campaign that included visuals in sign language to enhance the participation of people with hearing disability in the elections, in addition to awareness posters, and success stories about people with disabilities.

The Palestinian General Union of People with Disabilities (GUPWD) implemented this project in cooperation with Palestinian Consultative Staff for Developing NGOs (PCS). It targeted PWD who are 18 years old and above from different areas in the West Bank (WB), 5 grassroots organizations working with PWD, candidates and representatives of the parties and blocs that ran in the districts that had elections during the first phase, in addition to the general local audience.

Project activities:

  • A training course in running election campaigns and managing Polling Day for PWD in the districts that had elections during the First Phase.
  • 10 awareness workshops for PWD.
  • “Listen to my story”: 10 short videos featuring people with disabilities talking about issues related to them and encouraging the candidates of the upcoming local council elections to adopt their issues.
  • Digital campaign: An electronic campaign adapted to people with disabilities was launched via social media, inviting them to actively participate in the elections, and worked on explaining the electoral process and procedures.
  • Round table meeting: with the participation of the candidates with disabilities, the GUPWD, grassroots organizations working with PWD, in addition to the parties. They discussed mechanisms to urge PWD to participate and enhance their role in observing the elections and political participation.
  • Monitoring report on Polling Day: Teams of youth activists and human rights defenders were trained to observe polling stations in all governorates on polling day. They then prepared a human rights monitoring report that monitored the reality of observing the elections that is related to the level of applying the standards of PWD’s participation in elections in terms of accommodations and the behaviors of candidates, voters and polling officials.

Coalition for Accountability and Integrity (AMAN) implemented this project targeting political parties, public employees in the civil and security sectors, electoral lists participating in the elections, and all citizens in general.

Project activities:

  • A lobbying campaign that includes radio spots, social media campaigns, and radio episodes targeting public employees in the civil and security sectors to urge them not to use money and public property in the electoral process for the benefit of any of the candidates.
  • A campaign that included spots and radio episodes, in addition to campaigns on social media to educate citizens and urge them to report any suspicions of corruption they witness during the electoral process, in addition to promotional videos aimed at raising awareness of the electoral lists to adhere to the values of integrity and transparency in spending and in elections.
  • A lobbying campaign targeting the Palestinian parties and factions urging them to issue position statements confirming their commitment to the principles of transparency and integrity in electoral spending (workshops, radio episodes, radio flashes, a campaign through social media platforms).

Implemented by the Palestinian Center for Peace and Democracy and targeted the youth and the public in 10 municipalities that ran in the first phase of the local council elections.

Project activities:

  • Field and media initiatives that included (billboards, murals, posters, public conferences, brochures, social and classic media campaigns) all aiming at increasing youth participation rate.

The Center for Defense of Liberties and Civil Rights implemented the project that targeted the Palestinian society in general, and the districts in which there were elections in particular.

Project activities:

  • 11 meetings in the governorates that had elections.
  • A video on the importance of holding elections (local, presidential, legislative).
  • Media campaign (TV interview, radio episodes) shedding light on the importance of holding the elections.

Sharek Youth Forum implemented this project, directly targeting 25 young men and women, in addition to 3000 indirect beneficiaries through the media campaign.

Project activities:

  • An intensive training for 25 young men and women about the electoral process, its conditions, legal provisions, and the mechanisms to perform it.
  • 8 workshops in rural and Bedouin areas, led and implemented by the youth of both sexes.
  • Preparing a worksheet entitled "Youth and Elections" that includes numbers and statistics on Palestinian youth, their electoral weight, the importance of their participation in elections, and their ability to make positive change. This worksheet was launched through a radio episode that was also broadcasted on social media. A media campaign emerged out of that including video spots of the youth, radio and video interviews about the importance of elections and participating in them especially for young people, which creates a community movement supportive of participating in the elections.

Human Rights and Democracy Media Center SHAMS targeted, through this project, young men and women in areas classified (C), women, PWD, running candidates in the first phase of the 2021 local elections, employees of local bodies, and all citizens in general.

Project activities:

  • 7 bus tours aiming to raise mobile electoral awareness.
  • Training intellectuals on electoral issues.
  • 3 radio episodes to raise electoral awareness and educate the public about the local electoral process and push towards its integrity.
  • 2 radio dramas.
  • Stickers and brochures.
  • An infographic video. 

This project was implemented by Media Development Center- Birzeit University, through which they targeted journalists, social media activists, and a wide audience of social media users of different ages and groups in Palestine.

Project activities:

  • Capacity building for 25 journalists, activists, and social media influencers resulting in producing and publishing media messages and content through social media to encourage citizens to participate in the first phase of the local elections.
  • Producing 10-12 radio and television ads and publishing them via social media as well.
  • Covering the electoral process through producing 10 reports about the electoral campaign and polling day in specified selected districts.

Implemented by Witness Center for Citizen Rights and Social Development (Shahid) and targeted journalists, social media activists, and the electorate.

Project activities:

  • Training 15 journalists and social activists on verifying information during elections.
  • A student conference for media students from 5 universities all over the West Bank, about the impact of fake news on practical and democratic elections.
  • A media campaign to raise citizen awareness about the spread of fake news and how to verify it, including:
  • 8 awareness videos promoted on social media.
  • 8 educational posters and promoting them through social media.

The Palestinian Center for the Independence of the Judiciary and the Legal Profession – MUSAWA targeted 170 election observers, lawyers, electoral lists agents, and activists in the electoral issues, through implementing this project.

Project activities:

  • 10 participatory training sessions about the rights and responsibilities of observers and electoral agents, observing elections, and the Electoral Code of Conduct.

The Arab World Democracy and Electoral Monitor (Al Marsad) implemented this project directly targeting 450 young women and men from Hebron districts (Kharsa, Kharas, Beit Kahel, Deir Samet, Alkarmel), and Jenin districts (Zeita, Alar, Kufor Jamal, Deir Elghusoon, Kufor Allebad), benefiting in the process 1350 secondary beneficiaries.

Project activities:

  • 12 training workshops in the districts that had local council elections, where Almarsad worked on increasing youth participation in the elections through its volunteers.
  • Distributing stickers and copies of the Voter’s Guide, and talking to the audience about the importance of participating in the elections.

Implemented by Arab World for Research and Development (AWRAD) and targeted 100-150 direct beneficiaries from related national institutions, CSOs and international organizations, as well as researchers, academics, youth, women, political parties and independents to publish the study.

Project activities:

  • 10 in-depth interviews with experts in the field of the study.
  • 7 focused research workshops.
  • 7 Case studies of examples of different types localities (e.g. a locality that won by acclamation, a locality with a large number of lists compared to the population).

Through implementing this project, Human Rights and Democracy Media Center SHAMS directly benefited 70 young men and women from localities all over the WB, in addition to thousands indirect beneficiaries through different media activities.

Project activities:

  • Capacity building for a youth group of 6 young men and women from different locations in the WB, by training them on Social Accountability tools.
  • Accountability session for 3 mayors from WB, the sessions were live broadcasted on different social media platforms.
  • A radio program: 3 radio episodes hosting a mayor and youth activists.
  • Infographic video.

The Arab World Democracy and Electoral Monitor (Al Marsad) implemented this project directly targeting 50 young men and women in addition to 500 indirect beneficiaries.

The Palestinian Center for Human Rights – Gaza implemented this project targeting young people of both sexes, focusing on university students (Faculty of Law and Political Sciences), as well as citizens of marginalized areas all over the Gaza Strip.

Project activities:

  • Preparing the project plan containing targeted locations and the implementation timeline.
  • Contracting 3 young trainers to facilitate project activities.
  • Holding 10 awareness sessions targeting universities in Gaza Strip.
  • Holding 20 awareness sessions targeting residents of marginalized areas.
  • Producing a video titled “We want Elections” and publishing it on social media.
  • Preparing a billboard encouraging people to participate in elections.
  • Designing a social media campaign for “We want elections” including posters and hashtags.
  • Preparing the campaign’s final report.

Pal-Think for Strategic Studies- Gaza implemented this project aiming to raise the community’s awareness about electoral issues and encourage them to take part in any upcoming elections. The project targeted the youth of both sexes, PWD, and marginalized groups, summing up to 83,700 direct and indirect beneficiaries.

Project activities:

  • 25 awareness sessions.
  • Designing and printing a brochure.
  • 6 radio episodes.
  • Producing 2 awareness videos.
  • Launching a lobbying and advocacy campaign.

Implemented by The Palestinian Institute for Communications and Development- Gaza, targeting youth, marginalized groups, PWD, and the public. The project aimed to enhance and raise awareness on the democratic culture, especially the electoral process, focusing on reaching out to the youth and raising their awareness of their rights to participate in the democratic process, in addition to addressing marginalized groups, women, and PWD.

Project activities:

  • Producing and filming a “Melodrama” play that included sign-language translation and showing it in rural areas in Gaza Strip.
  • Organizing 10 shows for the play in cooperation with local organizations working in rural and marginalized areas.
  • Producing 4 filmed episodes broadcasted via social media for youth groups and social media and PWD activists, with presence of a consultant or journalist to talk about the elections and its laws and regulations, answering audience questions and encouraging them to electronically register for the elections and to vote.
  • A radio episode about the importance of elections and the democratic process broadcasted through the well-known radio program “Fly High” on A-sha’b radio station.

Implemented by The Society of Women Graduates in the Gaza Strip (SWG), this project targeted female university graduates, ages 20 – 45 years old, in the governorates of Gaza and Northern Gaza. The main goal of this project was to raise women’s awareness towards the importance of free and independent active participation in the electoral process, and the right to elect and be elected. Additionally, it aimed at creating the opportunity for women to take on pioneering roles that contribute in enhancing the democratic atmosphere in Palestine through different lobbying and advocacy tools. Moreover, this project aimed at strengthening positive approaches among women and youth towards active political participation, believing that they are capable of creating the desired democratic change. Those messages and others reached around 121,000 beneficiaries, 50% of whom were women university graduates.

Project activities:

  • Community outreach activities: aimed at introducing stakeholders to the project, creating a balance between the influencers and the influenced, getting both parties on the same level of understanding and introducing each of them to their expected roles. The outreach activities were performed as follows:
  • Announcing the project: through publishing a Press Release presenting the project’s concept and activities.
  • Local radio interviews: conducting 3 radio interviews hosting influencing characters within the radio programs episodes in way that guarantees reaching to different segments of the society and on a larger scale. The interviews focused on discussing the electoral process and the importance of political participation. These episodes reached more than 50,000 listener.
  • Community awareness: coordinating with Palestinian Universities and grassroots CSOs to hold 39 awareness workshops with the attendance and participation of 585 young women in total, 15 women in each workshop. Female university graduates facilitated these workshops which focused on topics related to elections and the right to elect and be elected. This in turn has raised women’s awareness about the importance of political participation in a way that creates a conscious and educated generation familiar with their rights and responsibilities related to the electoral process.
  • Advertising, publications, and community participation: this was done through the following:
  • Designing and publishing 5 Billboards aiming to enhance the Palestinian society’s knowledge about the importance of political and electoral participation. The billboards were published in the targeted governorates and they reached more than 20,000 citizens.
  • Producing a one minute and a half-awareness film in “Motion-graphic” technique focusing on the importance of women’s participation in the electoral process. The film reached more than 50,000 followers (of both sexes) on social media netweorks.
  • Conducting a face-to-face interview, in an outdoors venue, with specialized decision-makers with the participation of 70 female graduates. The discussion ran about the importance of active participation in the elections, establishing clear communication channels between decision-makers and the community, especially women, and the challenges faced by women in reaching and participating in the elections, and ways to overcome these challenges.

The Women Programs Center- Nuseirat implemented this project targeting 3000 beneficiaries of different groups in marginalized and border areas in Gaza, in order to introduce rural women to the importance of political participation and elections through taking part in either running, electing or voting. Additionally, influential men were engaged to support women in accessing political participation.

Project activities:

  • 4 training courses for 30 women graduates from each of the targeted locations.
  • 100 awareness workshops distributed all over central Gaza with 30 participants from each of the locations.
  • 4 radio episodes hosting women leaders who have reached decision making positions.
  • A meeting with CSOs in central region to shed the light on the organizations’ role in enhancing women political participation.
  • Closing conference presenting worksheets and a promo video about the project activities

Al-Ataa Charity Association implemented this project in Northern Gaza Strip aiming to train 20 participants of both sexes to reach 1800 citizens in northern Gaza to enhance the role of the civil society in supporting the Palestinian Elections, activate youth role, and increase their political and social participation. They also aimed at improve youth skills and knowledge about human rights and democratic issues, as well as promoting the culture of civic participation among the youth.

Project activities:

  • 10-day capacity building training for 20 young men and women.
  • Awareness workshops in 20 partner-CSOs.
  • 2 radio episodes.
  • 10 play shows.
  • Filming the play and promoting the film on Facebook.
  • 2 Dialogue meetings

Palestine Vanguards Association (PVA) implemented this project with the objective of training and educating youth (university graduates) including PVA as they constituted 5% of the project’s beneficiaries. Through this project PVA targeted individuals from governmental bodies; municipalities, CSOs, local committees, and youth of both sexes in Khanyounis governorate, where the number of beneficiaries from this project reached about 2040 young men and women.

Project activities:

  • An opinion poll within the Palestinian Public including Gaza.
  • Prepare the training material for a 30-hour training course.
  • A radio program of 8 dialogue sessions.
  • A lobbying and advocacy campaign (open conference and hashtags)
  • A documenting promo.

Al-Manal society for Rural Women Development implemented a project that aimed to enhance Palestinians participation in the local and general elections. Through this project, they worked on raising the beneficiaries’ awareness about their electoral rights, providing them with the sufficient and basic knowledge about political participation, and giving them the skills of designing, implementing and leading media campaigns related to encouraging citizens to participate as both voters and candidates in the local and general elections. They also worked on engaging and activating the role of the local community in political participation through networking with CSOs interested in democracy and political participation, while also harnessing digital media in the lobbying process and conducting media campaigns encouraging citizens to actively participate in the elections.

Project activities:

  • 5 introductory workshops with the local community, introducing the project, its objectives, and activities, through networking with 4 CSOs in the central governorate.
  • Creating an electronic page for the project on different social media platforms (Facebook, Instagram, Twitter), to present the project’s activities and use these pages as an electronic platform to attract new groups, facilitate constructive discussions, publish media material, and lobby and advocate to encourage citizens to participate politically as candidates and as voters in the local and general elections.
  • Design and broadcast a one-minute radio spot, shedding the light on the importance of decision-making and political participation.
  • Sending SMS to more than 2000 citizens of different segments of the society in Gaza Strip.
  • Designing and producing 3 info-graphs aiming to raise awareness about the importance of political and electoral participation.
  • Designing 3 billboards and showing them for a period of one month in public squares in the central governorate, to allow as many pedestrians as possible to see them. The billboards contained messages aiming to enhance and encourage Palestinian citizens to participate in the electoral process as both voters and candidates.
  • Produce a one and a half-minute video-graphic aiming to enhance people’s awareness about their rights to elect and be elected. The video was published via social media platforms during the launch of the digital media campaign.
  • Organize a visual TedEx event to present some people’s experiences in political participation (Legislative Council and Local Councils elections). The event was broadcasted live via the project’s platform, as part of its digital media campaign, and was shared through some interested CSOs’ pages on social media. During the event, there was a Q&A session answering to some of the questions raised by watchers through the comments section on the Live.
  • Launching a one-week digital media campaign that included 3 tweeting sessions using a unified “hashtag” selected by participants in the capacity building training. The campaign was launched via social media platforms (Facebook, Instagram, Twitter) and contained the media material that was produced (video-graphic, infographics, billboard, encouraging SMS, radio spot, footage from the TedEx). It received more than 250,000 views, likes, and comments.
