The CEC Commissioners
The Central Elections Commission (CEC) was established by a presidential decree issued on April 1, 2005.
Dr. Hanna Nasir
Chairman
Dr. Nasir holds a Ph.D. in Physics from Purdue University in the USA. He is the founder of and the first president of Birzeit University until his retirement in September 2004. In 2006 he was elected as the Chairperson for its Board of Trustees.
Dr. Nasir was exiled by the Israeli authorities from 1974 until 1993 and during that period was elected for two terms as an independent member of the Executive Committee of the PLO. He has been an active member of the International Association of Universities and has served as one of its vice presidents from 2000 - 2004.
Ms. Lamis Al-Alami
Secretary-General
Lamis Al-Alami, a Jerusalemite, holds a Masters degree in English Literature and Language from the American University of Beirut. She obtained a second Masters degree in Applied Linguistics from the University of Edinburgh, Scotland.
Al-Alami served as dean of UNRWA Women’s Teacher Training College in Ramallah. She was then asked to be the director general of the Palestinian Independent Commission for Human Rights until 2007 when she was appointed as minister of education and higher education for the Palestinian emergency government, and continued to hold this post until June 2013.
She was appointed as a member of the Central Elections Commission CEC in 1996 and until she became a minister, and re-appointed as CEC commissioner on June 12, 2014. In addition, she has been appointed as a member of the Board of Trustees of Al-Najah national University.
Judge Mazin Sisalem

Judge Sisalem obtained a Law degree from the University of Ein Shams in Cairo in 1966. Soon after his graduation, he worked at Gaza Directorate of Legal Affairs and in the General Prosecution office in 1968. He worked as Assistant Attorney General and later on as a Judge at the Gaza Appeals Court. Currently, he is one of the judges at the Gaza Supreme Court. Mr. Sisalem has been the first representative of Palestine in the Arab Investment Court in Cairo.
Mr. Sisalem was a board member of several national organizations and societies such as the Palestinian Red Crescent Society (RCS) in 1979, the Sports League from 1981 to 1982, The Palestinian Chamber of Commerce in 199, Gaza Bar Association as well as being a member of the Elections Commission since 2002.
Mr. Sisalem took part in the issuance of the Sisalem- Muhanna- Al Dahdouh collection of the Palestinian laws in effect since the Ottoman era. He is also the representative of Palestine.
Dr. Khawla Shakhshir

Dr. Khawla Shakhshir is a Professor of Educational Sciences in the Faculty of Education at Birzeit University, Palestine. She served as the Dean of Graduate Studies faculty, as well as the Head of Education and Psychology Department and ‘Master of Education’ program, she was also the Director of Teachers Training Program at Birzeit University.
Dr. Shakhshir holds a BA degree in chemistry from the University of Al-Azhar in Cairo, a Diploma of Education from the University of Ain Shams in Cairo, and MA degree and doctorate in curriculum and science education from the University of Northern Colorado in the United States of America.
Dr. Shakshir has also worked as a consultant of education for a number of programs and international institutions in Palestine, such as the UNDP,UNESCO, UNICTAD, and UNRWA, Save the Children, and a member of a team evaluating educational programs in the Palestinian universities in UNICEF, ARD and a board member of the Accreditation and Quality Assurance Commission (AQAC) in Palestine.
Advocate Shukri Nashashibi

Advocate Shukri Ibrahim Shukri Nashashibi was born in Jerusalem in 1953. He obtained a bachelor's degree in Law from the Arab University of Beirut branch in Alexandria in 1978. He is a practicing lawyer and held a number of positions in the Judiciary, the Court of Appeal and the Supreme Court of Justice in the West Bank.
Mr. Nashashibi was also a member of the Advisory Board for a project to develop the Palestinian legal framework and in the Election Appeals Court in 1995, in addition to being a former member of the Central Election Commission between 2003 to 2005 and a member of the Council of the Bar Association and the National Committee to combat money laundering. Mr. Nashashibi has contributed in many legal studies and publications.
Judge Ishac Muhanna

Judge Muhanna obtained a Law degree from Alexandria University in Egypt in 1966 and a practicing certificate in law in 1968. He worked as a Prosecutor and Deputy President of Gaza Supreme Court. Mr. Muhanna also obtained a certificate in Judicial Training from the National Judicial College in Nevada, USA, in 2005.
Mr. Muhanna was a board member of several national organizations and societies such as the Palestinian Red Crescent Society (RCS) in 1979, the Sports League from 1981 to 1982, Gaza Bar Association as well as being a member of the Elections Commission since 2005 and a member of the board of trustees of Al- Azhar University in Gaza since 2006 till this date. Mr. Muhanna also participated in the issuance of the Sisalem-Muhanna-Al Dahdouh collection of the Palestinian Laws in effect since the Ottoman era.
Yasir Mohammad Mousa
Commissioner
Mr. Yassir Mousa was born in Gaza in 1961. He holds a Bachelor degree in Business Administration from the Islamic University of Gaza. Mr. Mousa was a member of the Islamic University administrative staff from 1983 until 1998, and the Managing Director of several departments at the same university since 1998 until now. He received several trainings in management, planning and computer science.
Dr. Yusuf Awadallah

Dr. Yusuf Ramadan Awadallah is a dentist and oral surgeon who studied medicine at Cairo University and graduated in 1972. Dr. Awadallah observed most of trade union elections that were held in the Gaza Strip since 1978.
He is a founding member of the Union of Health Work Committees and Chairman of the Board of Directors in the Gaza Strip and a member of the Palestinian Health Council since 1990.
Dr. Awadallah participated as a member of various administrative boards of many organizations such as the Red Crescent Society in Gaza, the Palestinian NGO Network and the Association of the Central Blood Bank and others.
He was also the Secretary General of the Arab Medical Association in Gaza and a board member from 1979 and 1993 and a board member of the Presidential Palestine Future Association as well as the Director General of the coordination department with NGOs at the Ministry of Health from 1996 until 2010.
Dr. Ahmed al-Khalidi

Dr. Ahmed Abdel-Hamid al-Khalidi was born in 1945. He received his Ph.D. from the University of Cairo in 1979 specializing in political systems and Constitutional Law.
Dr. al-Khalidi became a lecturer in Law since 1993, he taught in Libyan universities and al-Najah National University, where he was dean of the Law College in the period between 2001 and 2007.
Dr. al-Khalidi was the head of the Research Unit in the Legislative Council and a member of the committee drafting the Basic Law, in addition to being deputy head of the Palestinian Constitution Committee and head of the Drafting Committee.
He was also a former Minister of Justice and a member of the Palestinian National Council since 1976.
