Basel Alqasem

Within the Carter Center international observer delegation co-led by the former US President Mr. Jimmy Carter, the CEC, represented by its deputy CEO, Mr. Ashraf Al-Shuaibi, participated in observing the parliamentary elections in Nepal which was conducted on April 4th, 2008.

The importance of the Nepali Parliamentary elections stems from the fact that it comes in a critical period in the history of the nation, where the system of government will change from the Monarchy to the republican.

The Nepali elections were conducted based on a mixed electoral system that combines between the majority and proportional systems. The observation delegate observed the polling and counting process in a number of polling centers across Nepal.

It should be indicated that the CEC has previously participated in observing elections in a number of Arab and foreign states such as Yemen and Canada.
