Local election, 2004-2005

The Higher Committee for Local Elections (HCLE) was responsible for executing the first local elections. It divided the elections process into five rounds, four of which were completed. The fifth, however, was not carried out due to compelling circumstances. Following the passage of Local Council Elections Law No. (10) of 2005, specifically article 72, the responsibility for administering local elections was transferred to the CEC.

 

1. First Round

 

The first round of local elections was held in 36 local authorities throughout Palestine. In the West Bank, this round was carried out on 23 December 2004 in 22 localities, while in the Gaza Strip the first round was held on 27 January 2005 in 14 localities. The seats were allocated according to the simple majority system (districts), as set forth by Local Council Elections Law No. (5) of 1996.

 2. Second Round

The second round of local elections was held on 5 May 2005 in 82 localities across Palestine (76 in the West Bank and 6 in the Gaza Strip). The seats were again allocated according to the simple majority system (districts) as specified in Elections Law No. (5) of 1996.

 3. Third Round

The third round of local elections was held on 29 September 2005 in 104 localities in the West Bank only.  In this round the seats were allocated according to the proportional representation system (lists), as set forth by Local Council Elections Law No. (10) of 2005.

4. Fourth Round

 

The fourth round of local elections was held on 15 December2005 in 40 population centers in the West Bank and the Gaza Strip.  Seats were allocated in this round according to the proportional representation system (lists), as specified in Local Council Elections Law No. (10) of 2005.
