The President of the Executive Committee of the Palestine Liberation Organization,
President of the Palestinian National Authority,

Having seen the Law # 5 of 1995 concerning the transference of powers and competences;
Having seen the Law # 13 of 1995 concerning the elections;
Based upon the powers bestowed in me;
I hereby promulgate the following Decree:
 
Article 1

The Formation of the Election Appeals Court

The Election Appeals Court shall be comprised of the following:

1. Judge Zuheir As-Surani as President;
2. Judge Abdullah Ghazlan as member;
3.  Judge Imad Salim as member;
4. Judge Sami Saba as member;
5. Judge Shukri An-Nashashibi as member.
   
    Issued in the city of Gaza on 23/12/1995 A. D., corresponding to Sha'ban 1, 1416 of the Hijri.
