1. First Round
The first round of local elections was held in 36 population centers in the West Bank and the Gaza Strip. In the West Bank, the first round was held on 23/12/2004 in 22 population centers, while in the Gaza Strip it was held on 27/1/2005 in 14 population centers. The seats were distributed according to the Proportional Majority System (districts) following the Local Councils’ Elections Law No. (5) of 1996.0

2. Second Round
The second round of local elections was held on 5/5/2005 in 82 population centers in the West Bank and Gaza Strip (76 in the West Bank and 6 in Gaza Strip). The seats were distributed according to the Proportional Majority System (districts) following the Local Councils’ Elections Law No. (5) of 1996.

3. Third Round
The third round of local elections was held on 29/9/2005 in 104 population centers in the West Bank and the Gaza Strip. In this round the seats were distributed according to the Proportional Representation System (lists) according to the new Local Councils’ Elections Law No. (10) of 2005.

4. Fourth Round
The fourth round of local elections was held on 15/12/2005 in 40 population centers in the West Bank and the Gaza Strip. In this round the seats were distributed according to the Proportional Representation System (lists) according to the new Local Councils’ Elections Law No. (10) of 2005.
