The Chief Electoral Officer (CEO) is responsible for the administrative and executive bodies of the CEC. He is appointed by the commissioners. This position is currently occupied by Mr. Hisham Kuhail.
Mr. Kuhail is an engineer who obtained his BA degree in Architecture from Alexandria University in Egypt and an MA degree in 1986 in Housing Policies from the University of Newcastle in the UK. Mr. Kuhail was Dean of the Palestine Polytechnic University and the Assistant Undersecretary for Higher Education Affairs in the Ministry of Education. He was appointed the CEC's Chief Electoral Officer in August 2006.
