The President of the Executive Committee of the Palestine Liberation Organization,
President of the Palestinian National Authority,

Having seen the Law # 5 of 1995 regarding the transference of powers and competences;
Having seen the Law # 13 of 1995 concerning the elections;
Following the Presidential Decree # 2, issued on 14/12/1995, according to which the seats of the Palestinian Legislative Council have been allocated to the constituencies;
Pursuant to recent developments in the negotiations on the number of the members of the Council that have amounted to 87 seats;
Based on the powers bestowed in me;
I hereby promulgate the following Decree:

Article 1

Allocation of seats to constituencies: The four seats shall be allocated to the following constituencies:

1. Jerusalem constituency shall be allocated one seat whereby the number of the seats  reserved for this constituency becomes seven.

2. Gaza City constituency shall be allocated one seat whereby the number of the seats reserved for this constituency becomes eleven.
 
3. Khanyounis constituency shall be allocated one seat whereby the number of the seats reserved for this constituency becomes eight.

4. Hebron constituency shall be allocated one seat whereby the number of the seats reserved for this constituency becomes ten.

Article 2

Dates of the Commencement and End of Candidature: Candidature shall be commenced in the above mentioned constituencies once again starting from Friday morning, 29/12/1995, and end on Sunday evening, 31/12/1995.

Article 3

Enforcement: The President and members of the Central Elections Commission must implement the Articles provided for under this Decree. The Decree shall enter into force upon its issuance and shall be published in the Palestinian Official Gazette.
